Step by step

After approval you receive a Njoftim notice. Its official template is approved by Instruction № 137 — the steps below follow the same order.

  1. 1Receive the Njoftim. A notice that your residence permit or single permit (leje unike) has been approved. Print it — you will need it for the next step.
  2. 2Confirm your address at Gjendja Civile. Within 30 days, go to the civil registry office of your municipality with the printed Njoftim, your passport and a housing document: ownership certificate, rental agreement or free-use agreement.
  3. 3Pay for the card. At a Posta Shqiptare branch, buy the biometric card coupon (KUPON për Leje Qëndrimi) and keep it.
  4. 4Give your biometrics. Go to the local border and migration directorate or the border and migration police commissariat indicated in the Njoftim.
  5. 5Collect the card. It is usually ready about two weeks after biometrics.

What to bring

  • To Gjendja Civile: the printed Njoftim, passport, housing document (ownership, rental or free-use agreement).
  • For biometrics: the card payment coupon, proof of address from Gjendja Civile, the Njoftim and your passport.

If you are renewing your residence permit

  • Renewal follows the same procedure as the first application — just without the D visa.
  • According to applicants’ experience, biometrics for a renewal are taken no earlier than the day after your current card expires.
