What was banned
Council of Ministers Decision No. 618 of 30 July 2026 suspended construction work in tourist areas until 15 September 2026.
- Quarry work.
- Construction — from pouring the foundations to completing the building shell.
- Any work that causes noise, dust or other disturbance.
Where the ban applied
- On the coast.
- In historic centres.
- In protected tourist areas.
- In the tourist centres of cities.
What was allowed
- Interior finishing and minor work after the shell is complete — with permits, only from 08:00 to 17:00 and without noise or dust.
What it means for new-build buyers
- The suspension period is added to the validity of building permits — so the developer’s permit doesn’t lapse because of the summer pause.
- If you’re buying an off-plan flat on the coast, allow for a possible summer pause in the completion schedule and discuss it with the developer before signing the contract.
