  • Contacts are from the embassy’s home page as of October 2026. The older «Hotline» page lists a different emergency number: +355 69 489 8865. If one number doesn’t answer, call the other.
  • Albanian emergency services: 112 — single number, 129 — police, 127 — ambulance, 128 — fire service, 126 — traffic police, 125 — emergencies at sea.
  • The Ambassador of Ukraine to Albania is Volodymyr Shkurov (as of October 2026).
  • The embassy website mentions an honorary consul of Ukraine in Tirana (the agreement was signed in 2018). An honorary consul does not issue passports, so for documents go to the embassy’s consular section.

How to book an appointment

The consular section sees people only by prior booking in the electronic queue. For most services, documents can now be submitted online through e-Consul (Ukraine’s online consular service).

  1. 1Log in to your e-Consul account, choose the service and fill in the application. The consul checks it remotely and tells you what is missing.
  2. 2Book a visit in the e-Consul electronic queue, selecting the Embassy of Ukraine in Albania.
  3. 3The consular fee is paid at BKT bank using the bank details or the payment slip from the consular section. Cash is not accepted at the embassy.
  4. 4Bring original documents and copies to the appointment. Men aged 18–60 also need a military registration document (see below).
  • According to the consular section schedule, appointments run: Mon, Wed, Thu — 09:00–12:00, Tue — 12:00–14:00. Ready biometric passports are handed out without an appointment: Mon, Wed, Fri — 12:00–13:00. Check the schedule on the website before your visit.
  • Vulnerable groups are seen every day, including outside appointment hours, by arrangement on +355 445 055 35: people with disabilities, combat veterans, military personnel and their families, pregnant women, large families and those who have lost their passport and are applying for a return certificate.
  • Consular fee rates — on the embassy website.

International passport and ID card

At the embassy you can apply for a new international passport or replace an old one. The internal passport or ID card is not issued here.

  • International passport (from age 16) — apply in person. Attach to the application: your old passport, ID card or booklet-style internal passport, a document proving residence in Albania (a residence permit or any official Albanian document with your address), a certificate of registered address in Ukraine or an IDP (internally displaced person) certificate, and your RNOKPP (Ukrainian taxpayer number) if you have one. Copies of all documents are also required. Full list — on the embassy’s page.
  • The finished passport is collected at the embassy. If it is not collected within 2 years, it is destroyed. Ask about processing times when you apply: passports are printed in Ukraine.
  • Since 29 October 2025 international passports are no longer extended, and children are no longer added to their parents’ passports. The temporary wartime procedure has been cancelled. If you have an «extended» passport, get a new biometric one and check with the carrier before travelling whether it will be accepted.
  • ID cards and booklet-style passports are not issued at diplomatic missions, and photos at age 25 or 45 are not pasted in there — that is done by the State Migration Service (embassy explanation, SMS services). There is no «Passport Service» centre of the state enterprise «Document» in Albania.
  • If a passport or ID card has already been made in Ukraine but you didn’t manage to collect it, the document can be delivered to the embassy: free of charge by diplomatic post (from 3 months) or by DHL at your expense (faster). The application is addressed to the State Migration Service unit that issued the document.

If your passport is lost or stolen

Go to the police first, then to the embassy. A new document will not be issued without a police report.

  1. 1Report the loss or theft at the nearest Albanian police station and get a copy of the report or a certificate. It does not need to be translated or legalised.
  2. 2Contact the embassy. If you live in Albania, apply for a new international passport. If you need to return to Ukraine urgently, apply for a certificate of return.
  3. 3For a certificate of return you need an application form, the police report, any documents that confirm your identity (even expired ones) and a receipt for the consular fee. It is issued in 1 working day, 5 at most. The certificate is valid for up to 30 days and only for entering Ukraine.
  4. 4The lost passport is declared invalid on the basis of the police report. If it turns up later, it can no longer be used.

Tip: keep scans of your passport, ID card, residence permit and certificates in the cloud and in Diia (Ukraine’s state services app). With them the embassy can establish your identity faster.

Military registration and Reserv+

Men aged 18–60 receive consular services only with a valid military registration document.

  • According to the embassy’s page (February 2026), you need an electronic military registration document with a QR code from the Reserv+ app (Ukraine’s Defence Ministry app for those liable for military service). It must be generated no earlier than 3 days before the visit, and your data must be updated in the app beforehand.
  • The requirement also applies when a man is applying for documents for a child, except where the other parent is a foreign national.
  • Without a military registration document, men aged 18–60 can only be issued a certificate of return to Ukraine.
  • Data is updated online in Reserv+ — there is no need to visit a TCC (military enlistment office) in Ukraine. If you can’t do it because you don’t have an RNOKPP (taxpayer number), you can obtain one through the embassy (e-Consul).
  • CMU Resolution № 981 of 29.07.2026 approved a new procedure for checking military registration documents at consulates. Some of its provisions take effect after 6 months, so check the current requirements on the embassy website before your visit.

Powers of attorney, statements and certificates

The consul certifies powers of attorney and witnesses signatures on statements that are valid in Ukraine. Everything is done only in person at the embassy: not by post.

  • Since 21 July 2025 automated notarial services have been available for the embassy in Albania: you fill in a template in e-Consul, the consul checks the draft and sends the payment details, and you come to the embassy only to sign the document.
  • This covers: powers of attorney (non-property — for court, address registration, pensions; property — for real estate and cars), witnessing signatures on consent for a child to travel abroad, consent to sell property, and inheritance statements.
  • Bring your international and internal passports, RNOKPP, an extract on your registered address, and for a power of attorney to a relative — documents proving the relationship (the fee is lower with them). For the person you are granting the power of attorney to, only their document details are needed, not originals.
  • For each power of attorney the consul separately certifies a statement on entering it in the Unified Register of Powers of Attorney. This is a separate act, for which a fee is also charged.
  • Criminal record certificate: order an electronic extract at vytiah.mvs.gov.ua, and if you need a paper document on an official form, contact the embassy (procedure).
  • For marriage in Albania the embassy witnesses your signature on a statement of marital status. More details — marriage in Albania.
  • The embassy does not apply apostilles: they are applied in Ukraine. How to prepare documents for Albania — translations and apostille.

Consular registration and permanent residence abroad

Consular registration helps the embassy find and help you in an emergency. It is useful for those living in Albania and mandatory for PMP (formally emigrating with permanent residence abroad).

  • You can register at the embassy. If you are on permanent consular registration, you must update your details every 10 years, otherwise you are removed from the register.
  • If you are arranging permanent residence abroad (PMP) in Albania, to complete the procedure you need an extract from the territorial community register confirming deregistration in Ukraine with the country of departure noted. Procedure — on the Ministry of Foreign Affairs website.
  • The embassy does not issue Albanian residence permits and cannot speed them up. How to get one — residence permit basics.

What the embassy does not do

A consul is not a lawyer or a travel agent. Keep this in mind so you don’t waste time.

  • According to the embassy’s list, a consul does not pay medical or accommodation bills, does not lend or transfer money, does not pay fines or bail, does not provide legal services and does not represent you in court.
  • The embassy does not look for housing or work, does not issue Albanian permits or visas, does not act as a guarantor and does not exempt you from liability for breaking Albanian law.
  • If you are detained, you have the right to demand that the police notify the consul. The consul can inform your family and give you a list of lawyers, but cannot handle your case.
  • A Ukrainian international-format driving licence (with data in Latin letters) entitles you to drive in Albania. If you lose it, get a certificate from the police.
Contacts, hours, the list of services and requirements are from the official website of the Embassy of Ukraine in Albania (home page as of 10.10.2026; consular pages from 2023–2026), CMU Resolution № 981 of 29.07.2026 and the Ministry of Foreign Affairs announcement on ending passport extensions from 29.10.2025. If the embassy website doesn’t open, call the consular section or write to [email protected]. Rules for consular services change often, so check them before your visit.
